Accelerating Entrepreneurship Across the Francophone World

Organisation internationale de la Francophonie (OIF) | 2021–2022 · Paris, Abidjan, Dubaï & Online

The Challenge

Turning Entrepreneurial Potential into Sustainable Growth.

Across the Francophone world, promising entrepreneurs often face significant barriers to scaling their businesses: limited access to financing, uneven entrepreneurial support ecosystems, gaps in strategic and managerial capabilities, and restricted access to international markets and networks.

For the OIF, the challenge was to translate a shared ambition for inclusive economic development into a coordinated acceleration programme capable of responding to very different entrepreneurial realities.

The initiative brought together 32 high-potential startups and SMEs from 13 countries across Africa, the Middle East and Asia, operating in diverse sectors and at different stages of growth.

Delivering meaningful support required more than a standardized acceleration model. It called for an approach that could reconcile international programme objectives with the specific needs, capabilities and operating environments of each business.

Our Contribution

Connecting Institutional Ambition with Entrepreneurial Realities.

Code H® brought an independent strategic perspective to the OIF, working at the intersection of institutional priorities, programme execution and entrepreneurial realities.

Drawing on international consulting experience, entrepreneurial expertise and cross-cultural intelligence, we helped bridge the gap between strategic ambitions and practical implementation, with an understanding of the diverse ecosystems and operating contexts involved.

Our approach combined strategic rigour with human insight, ensuring that institutional objectives remained connected to the needs and realities of the entrepreneurs the programme was designed to support.

Programme Outcomes

Measurable Progress. Broader Economic Opportunities.

Led by the Organisation internationale de la Francophonie (OIF) and implemented with its partners, the initiative supported 32 startups and SMEs across 13 countries through a tailored acceleration programme.

According to the OIF’s programme evaluation, 91% of participating businesses strengthened their managerial capabilities, while 75% accessed new markets or expanded internationally. The initiative also reported approximately €1.12 million in funding raised and 1,436 jobs created.

These outcomes reflect the collective efforts of the OIF, its implementation partners and the participating entrepreneurs to strengthen entrepreneurial capacity and expand economic opportunities across the Francophone world.

The Code H® Perspective

Independent perspective. Institutional understanding. Entrepreneurial realities.

Ambitious programmes require more than strong objectives and capable implementation partners. Their effectiveness also depends on the ability to question assumptions, assess execution critically and remain attentive to the people they are designed to serve.

Code H® brought a distinctive dual perspective to this engagement: advising the OIF on programme oversight and implementation quality while working directly with participating entrepreneurs.

This combination provided insight into both sides of the equation — the institutional priorities shaping the programme and the business realities influencing its relevance and effectiveness.

Drawing on international consulting experience, entrepreneurial expertise and cross-cultural intelligence, Code H® approached the assignment with independence, strategic rigour and an understanding of the complexities involved in delivering programmes across diverse environments

The value of an independent perspective lies not simply in assessing whether a programme is being delivered, but in questioning whether its execution remains meaningful, relevant and responsive to the people it is intended to support.

Complex challenges deserve different perspectives.
